A separate area of responsibility is the Regional Training Center for Information Technology, Cybersecurity, and Information Protection at the university. At the state level, Serhiy participates in shaping the regulatory and professional infrastructure of Ukraine's cyber sector. He is a member of the Expert Council on Information and Cybersecurity of Ukraine, established by joint decision of the National Security and Defense Council of Ukraine, the Ministry of Digital Transformation of Ukraine, and the State Service of Special Communications and Information Protection of Ukraine.

In addition, Serhiy is a member of the working groups developing professional standards in information technology, cybersecurity, and information protection — effectively shaping which competencies will be enshrined as mandatory for these professions in Ukraine's legal framework.
