This principle best reflects the essence of Volodymyr’s practice. Anti-corruption law and public procurement are areas where violations most often occur not in open defiance of the law, but under the guise of compliance: through missed deadlines, bypassed procedures, or decisions that are formally correct but unlawful in substance. This is where attention to procedure becomes not a technical detail, but a key instrument of legal protection.
The combination of legal and management education is not coincidental. Public procurement lies at the intersection of law and administrative practice: knowing the rule is not enough — it is equally important to understand how it is applied in practice. Education
In 2017, Volodymyr completed studies at two universities, obtaining comprehensive training at the intersection of law and management:
- Master of Law — Yaroslav Mudryi National Law University, specialization in Law.
- Master of Administrative Management — V. N. Karazin Kharkiv National University, specialization in Administrative Management.
- Certificate of the Right to Practice Law — obtained in 2021.
Areas of Practice
Volodymyr’s primary areas of practice are anti-corruption law and public procurement. These are among the most technically complex fields, where even minor procedural errors can have significant consequences. His work includes matters involving Prozorro procedures, challenges to public procurement decisions before the Antimonopoly Committee of Ukraine, support during inspections conducted by the National Agency for Prevention of Corruption, and the defense of clients in proceedings concerning corruption-related offenses.
Practice in these areas requires not only a thorough understanding of substantive and procedural law, but also an understanding of how public authorities operate in practice. Volodymyr’s management education serves as a practical professional tool rather than merely an academic qualification.

Another important aspect of Volodymyr’s practice is advising foreign clients and supporting international projects. English is a working tool for him: he conducts negotiations and prepares and analyzes documentation in an English-speaking legal environment without intermediaries or translators.

Public and Professional Activities
Volodymyr is an active participant in professional discussions on tax legislation. He regularly takes part in industry forums, not only as a speaker but also as a moderator, contributing to expert dialogue among practitioners, businesses, and regulators.
In particular, in April 2026, Volodymyr participated in the third session of the XIII Business & Legal Tax Forum, dedicated to the digitalization of tax administration, including the use of Big Data and artificial intelligence in fiscal control, the taxation of crypto-assets and digital platforms, and issues related to cross-border exchange of financial information.

In matters involving corruption risks and public procedures, the cost of an unclear legal position is too high. That is why every case begins with a thorough analysis of the documentation, a clear assessment of prospects, and an open discussion with the client about what can realistically be achieved.
